Network of Quality Improvement
and Innovation Contractors Program (NQIIC)

On Jan. 29, 2019, The Centers for Medicare and Medicaid Services (CMS) awarded 58 companies and institutions spots on a potential 10-year, $25B contract vehicle to support data-driven health care quality improvement efforts across various settings and programs. Northern Illinois University’s Illinois Health Information Technology Regional Extension Center (ILHITREC) is participating in 2 multi-state consortium that were awarded this initiative. The consortium leads include Indiana University and Altarum.

The Network of Quality Improvement and Innovation Contractors Program (NQIIC) indefinite-delivery/indefinite-quantity contract will cover several task order topic areas including behavioral health; patient safety; care coordination; nursing homes and long-term care; chronic disease self-management; and public health.

Contractors under the NQIIC program will help CMS empower doctors and patients to make health care decisions, support innovative ways to build up health quality, affordability and accessibility and improve customer experience.

NQIIC includes broad-ranged overarching tasks such as health information technology; direct technical assistance; recruitment; community coalitions; learning and action networks; and continuous improvement, measurement, data and reporting such as data collection and analytics.

Great Lakes Practice Transformation Network (GLPTN)

The Great Lakes Practice Transformation Network (GLPTN) is part of a national effort to help healthcare professionals – from doctors and nurses to social workers and pharmacists – coordinate care, lower costs, and improve the health of American citizens. The goal of practice transformation is higher-quality care – more carefully coordinated and with fewer unnecessary tests and procedures – leading to better care, fewer hassles, and lower costs. GLPTN is helping providers work together and learn from one another to accomplish these goals.

The Illinois Health Information Technology Regional Extension Center (ILHITREC) based at Northern Illinois University in DeKalb, IL, serves healthcare providers throughout Illinois. It is part of a collaborative network selected to participate in TCPI, the Transforming Clinical Practice Initiative, initiated by CMS. ILHITREC provides direct technical assistance, resources, and tools at no cost to help Illinois practices stay ahead of healthcare transformation and prepare for MIPS. ILHITREC is part of a TCPI Grant collaborative called Great Lakes Practice Transformation Network (GLPTN) based at Indiana University that received grant funds to support clinicians across Illinois, Indiana and Michigan. The TCPI work builds on eight years of work by ILHITREC assisting providers with the adoption and use of Electronic Health Records.

By 2019, 85% of health service reimbursements by CMS will be granted on value-based care. Tracking for those reimbursements starts this year. More than 15,000 clinicians across four states have joined the GLPTN to leverage direct technical assistance, resources and tools to further their quality improvement efforts and prepare for MACRA.
